Da gibt es einige Möglichkeiten, warum es nicht geht:

Problem is, it can be to many things, even the CPU.
But to give some ideas,
1. Test it with another tuner.
2. Rechecking the pin 46 to 3.3v
3. Check (L34-C257), the pin 1 / 3 at 3.3v, replaced by doubt.
4. Check the plug, clean it, use contact spray.
Check the main voltage when the tuner is present.
Another possibility is that the U8 has a problem, best is to replace it from an old spare parts PCB.
