I opened a chat with Adobe and was able to resolve the issue. Please see the transcript below:
Rakshith: I understand that you have no Apps tab on your Creative Cloud Application, is that correct?
Brandon Schuk: I tried resolving this through the forum, but the staff and I weren't able to figure it out.
Brandon Schuk: That is correct. I see some solutions in the forum, but nothing that helps with Mac.
Brandon Schuk: Everything works fine on my old machine and on my machine at home, it's just this new Mac Pro that is having the issue. Everything is signed out on the old machine, so this should be my second computer.
Brandon Schuk: My home computer, and this one.
Rakshith: Thank you for the information, I will be glad to help you with this.
Rakshith: Click on finder and then, press the keys Shift+command+G simultaneously. This will get you the Go to dialog box.
Rakshith: In the Go to dialog, type '~/library'(without quotes) and click on Go.
Brandon Schuk: There
Rakshith: Then, open the folders > Application support > Adobe.
Brandon Schuk: Okay
Rakshith: From there delete the OOBE and AAMupdater folders.
Brandon Schuk: Deleted
Rakshith: Open the Go to folder dialog once again by clicking on Finder > 'Shift+command+G' on your keyboard.
Rakshith: In the Go to dialog, type '/library'(without quotes) and click on Go.
Rakshith: Then, open the folders > Application support > Adobe.
Rakshith: From there, delete the OOBE and Adobeapplicationmanager folders.
Brandon Schuk: Got it
Rakshith: Were you able to delete it?
Brandon Schuk: Yes
Rakshith: Now go to the Utilities folder again and trash : Adobe Creative cloud and Adobe application manager folders.
Brandon Schuk: Utilities folder?
Brandon Schuk: Oh, I see.
Rakshith: Okay.
Brandon Schuk: Didn't expect those to be there
Brandon Schuk: Deleted
Rakshith: Okay.
Brandon Schuk: Should I close creative cloud desktop at any point?
Rakshith:

Rakshith: After you download it please run the installer and let me know what options you get to clean.

Brandon Schuk: It just finished and the creative cloud desktop app dropped down

Brandon Schuk: I'm in, and I see the apps tab now.
