Hallo an Alle
<rate> means: Ignore incoming ECM's (a request send to the card for an answer to open the channel) for x seconds
So if a user has <rate>2</rate>, than that means only after 2 seconds that user is allowed to request something from the card again.
Normally when watching a channel ECM's will be send to the card in about 10 second intervals (seca card example), so that setting has no effect during normal watching. But when zapping through channels every zap sends a new request to the card! If you would apply <rate>2</rate>, then it means during zapping it takes 2 seconds before the next channel opens. "Slow zapping speed" so to speak.
The setting is there to not overload -or slow down- some type of sensitive cards with a stream of "requests".
But I would advice to use <rate>0</rate> ! No limiting! It improves the feel of smoothness very much when zapping through channels.
