Sonstige Tivusat in SBox doesn't work

I'm trying to get this card to work in sbox but it always reports:

sbox: no rsa found for TIGER003

This is my config:

I replaced TIGER003 with nagra camid calculated using numbers from the card minus last 2 digits.
What am I doing wrong?
I have 2 other nagra cards and they work fine - 1880 and 1843 but this one won't.
